The MA course is designed to prepare senior civil servants and rising political figures from around the world for senior posts in the top teams at the centre of government policymaking. The processes of dealing with public demands and with international pressures increasingly require coherence in central government. However, the pressures of complexity and increasing specialisation in the affairs of state pull governments in the other direction – towards fragmentation and potential contradiction. These strains become even more evident under conditions of rapid change and reform. This points to the increasing importance of the ‘top teams’ in government responsible for overseeing and coordinating reforms for their governments as a whole. A strong, professional top team, supporting political leaders and the operation of Cabinet Government, has become even more vital for the effectiveness of government policy formulation and implementation.
